You're in England, in an English car, but driving on the right. Maybe you were in France?
Note that the steering wheel is on the right hand side of the car, but all the cars are driving on the right. They all have UK licence plates, and are indeed driving in the UK . . .
you're in roadworks? The van is not actually part of the traffic?
iwi got the complete answer! Yes, there were roadworks. It was a very odd feeling to be driving on the wrong side of the road and then have something come towards me like that. They had an insanely long section of road set up as one lane only given that the other side side of the road was still perfectly driveable.
